Propose law requiring every bill signed into law be fully funded by tax revenue and/or user fees without incurring debt.

This law would require that each bill signed into law be fully funded by uncommitted tax revenue and/or user fees generated as described in the legislation. This would require each bill to be audited annually and if under funded congress would be required to amend the bill in order to bring it into compliance. In the event Congress failed to act and fulfill their responsibility then any government official, any business and any citizen directly or indirectly affected by such a bill could petition the federal courts to provide a remedy. The federal court would have the authority to order congress to bring the bill into compliance or order for budget cuts, tax increases or user fees in the event Congress did not bring the bill into compliance in 90 days.
