Propose legislation to end government assistance to those who are not in compliance with existing laws.

Currently, there are people and/or other entities who owe tax to the IRS (i.e. the US Treasury) and although they have not attempted to resolve their delinquent tax issues, they continue to receive income, subsidies, and/or other "entitlements" from other various government agencies (i.e. the US Treasury). I believe this is a double theft and it is not fair to law abiding citizens/taxpayers, especially in these uncertain economic times. I propose that congress enact legislation that requires the IRS to immediately notify all government agencies to shut off funding/assistance until such time a resolution plan is put into place that is in line with current laws. This should be done after taxpayers have received notice of the discrepency and afforded a reasonable time to fix the discrepency.
