In recent years, Congress has failed to pass appropriations bills before the start of the fiscal year, instead enacting continuing resolutions (CR) that provide only temporary funding of government operations. Failure to compromise also led to sequestration and may result in additional fiscal impacts over the pending debt ceiling debate.
To prevent these recurring cases of deadlock from causing further damage, there should be a law stipulating a Congressional conclave (similar to the papal conclave) that forces Congress to resolve their differences by remaining in session (i.e. "locked in") until they successfully compromise and pass their budget resolutions.
