Propose legislation to increase the Supreme Court Justices to 13, in order to better administer the 13 court circuits.

There are currently 13 circuit courts of appeal for the United States, which must be presided over by one of the Supreme Court justices as part of their duties. However, the number of Supreme Court justices has remained at nine since 1869, and so some justices must perform the impossible task of overseeing two circuits. This is a tremendous burden, apart from a justice's principle duty as a member of the high court. Given the present size and scope of our federal judiciary, and the volume of cases it must fairly adjudicate, it is time to expand the number of Supreme Court justices to meet the demands of modern America. President Obama should propose legislation to expand the number of justices to 13 to conform to the number of federal circuits, which had been the practice until 1866.
