Propose legislation regulating the sale of firearms in a manner similar to the sale of automobiles

Persons wishing to purchase and possess firearms:

1. should be at least 21 years old;
2. required to undergo training and background checks before purchase and present those certificates to the seller.
3. register purchase of the firearm with the state or federal government, including the serial number.
4. A certiicate of title to the firearms shall pass from seller to buyer, just like the title to an automobile, whether given as a gift or sold privately, by a dealer, or at a commercial establishment.
5. The owner of the firearm shall be responsible for securing the firearm and shall be held strictly liable if that firearm is used by anyone who is not licensed to use it, or in the commission of any crime, unless the owner reports the firearm as stolen.
