Propose legislation to require liability insurance and a license to purchase or own a gun. Free Enterprise profit motive will lead Insurance Companies to develop effective screening of purchasers to minimize the company's risk therefore no need for additional regulations. Sellers must confirm legality of documents prior to selling firearm or ammunition. Owning a gun without license and insurance would result in confiscation until proper documentation is provided. This is no different than requirements for owning and operating motor vehicles. Each additional gun purchased requires an additional insurance “rider”. Insurance could be required for ammunition or large magazine purchases. 2nd Amendment rights are not violated.
