The legislation would require that the Federal Government never run a deficit except in emergencies and upon approval of the appropriate legislative bodies.
This would require the government to cut spending in most areas, but hopefully the spending would be most cut in terms of eliminating waste, redundancy, or otherwise frivolous things, and would instead be spent on useful social programs.
