Propose legislation requiring responsible gun ownership and background checks for all sales nationwide.

Propose Federal legislation to require: 1) all gun transfers of any kind be subject to background checks of the recipient of the gun subject to severe civil and criminal penalties to the original owner if procedures are not followed. Ban the sale or transfer of high capacity magazines. Require owners to keep guns safe from misuse by others in their home (trigger locks IE) or be responsible for the misuse of the weapon. In other words, in ALL cases other than theft, no one should be able to obtain a gun without a background check. If they do the original owner will be liable for the misuse of the weapon. More responsibility by legal gun owners and sellers will reduce irresponsible use.
