propose a "lock box" to keep Congress from spending Social Security money on pet projects and/or to fund tax cuts

As many of you know, Social Security (SS) contributions are accounted for in the regular federal budget. Over the years, the SS surplus has hidden the true size of the Federal budget deficit and Congress has raided the funds to pay for spending priorities and tax cuts at the expense of future generations. To this day, SS has not contributed one cent to the federal deficit or to the national debt. This petition aims, if successful, to make sure that SS funds are only used to pay benefits to beneficiaries and to reflect a honest assessment of our nation's finances.
