To propose a mandate to have a federal ban on the flags of the Confederate State of America and all Confederate symbols.

1) Executive proposal to congress to federally ban the flag of the Confederate States of America and the symbols of the Confederacy from all territories and states of the United States of America.

2) To make it a federal hate crime and violation of civil right to bear the flag of the Confederate States of America, its Tennessee battle flag, or any associated bearing that attributes to the Confederate States of America.
