Propose a mandatory minimum I.Q. Level to teens ages 15-17(unless valid medical reasons) to qualify for drivers license

Have teenagers around the age of 15-17 take I.Q. Tests to decide if the said teen is wise enough to own a drivers license or credit/debit card to reduce irresponsible drivers and help prevent reckless spending debt
