Propose a Military Debt Reconciliation Program.

This Petition is a multi phaze Debt Reconciliation Program Designed to Restore U.S. National Credit,Deficit and Debt.The program will trade "Current Military owned Weapons Stockpile at greater than its actual value in exchange for a return of Nationally Procured Debt.
In addition to exchangin Arms for Debt the program will Invest on Large Scale into Re-Equiping the U.S. Armed Forces based on a 3 Phaze plan to:
1)Close all Non-Vital Military Facilities
a)Place all Non-Combat Vital Units on Reserve Status
2)Develope a secure Capitol Sum Based on Current Revenues in Military Budgets Despite Debt and Deficit as Debt and Debt Become Profitable Trade.Invest those available Revenues into Newer More Modern Arms for the U.S. Armed Forces.
3) Open Debt Reconciliation Auctions
