to propose a moratorium on further highway building in the next Highway bill and to use the funds liberated for railways

For too long, the Department of Transportation has funded environmentally-costly highway projects while ignoring or leaving the funding for public transportation systems at a stagnant level. We are in a period when gas prices are about 3.00 USD a gallon (often at 4 or 5 in certain regions). People are suffering from rising fuel prices while Detroit struggles to build new car models to meet new federal regulations. In the long run, our automobile society will deplete the world's oil supply. We have not planned for a truly long-term future. I could argue many other points, but here is the gist. Mr. President, please urge Congress to declare a moratorium on further highway building, excepting necessary repairs. Use the funds liberated to rebuild railroads and public transportation.
