The creation of a national lottery is not a new idea, they were successfully used in early American to fund public works projects and the U.S. war for independance. A new National lottery could be used to fund college and public works projects like highways and bridges while reducing the deficit and the need to borrow money to balance the budget. The lottery would work much the same as Powerball or MegaMillions and tickets could be sold through the terminals where you purchase lottery tickets now. This would in effect be a tax but it would be a voluntary tax, if you do not wish to pay the tax simply do not purchase a national lottery ticket.
