Propose a new Amendment to increase the power of the elastic clause so that Congress can make new firearms legislation.

I signed other petitions, but the main obstacle to gun law reform is the 2nd Amendment, which is very murky. Let's define it with another Amendment. First we should nullify the "right to bear arms," and install something like: "Congress has the power to set federal restrictions on legislation regarding weapons of any kind." This looks to the future and empowers the elastic clause. Of course, I'm not an expert, so suggestions are welcome.
