Propose a new bill which would prohibit companies like Apple from entering in IP suits about the shape/color of a device

Please propose a new law that would reform Intellectual Property rights given by the current laws for Technology Related Patents. Given the current IP lawsuits raised by companies like Apple, and the rulings for these, innovation is being destroyed and companies are forced to pay billions of dollars. Taxpayer dollars are being wasted and so is the time of the court's judges and other employees. Innovation in technology is important for our future society and the future of the United States of America. If these lawsuits are to be allowed, the innovation of the American people, and Tech/Startup companies alike, could be hindered and destroyed.
