Propose a plan to offer government backed loans for homeowners to purchase green energy systems for their homes.

Instead of offering tax credits for converting homes to green energy solutions which increases the debt in both the short and long term and which offers only a limited stimulus to the creation of green energy jobs due to the high upfront cost of such solutions, it would be more effective to offer government backed loans for purchasing these systems.
These loans would be low risk because instead of increasing monthly household expenses, they may actually decrease them due to utility bills being replaced by the loan payment.
The high upfront cost of the systems is likely the greatest issue preventing people from converting to green energy. This program would create immediate demand, immediate jobs, help save the planet, and would not likely increase the deficit.
