Propose a Privacy Amendment to the Constitution

We, the undersigned, would like the Obama Administration to propose to Congress a new amendment to the Constitution of the United States. The amendment will guarantee the right to privacy, both online and in public, for United States citizens above and beyond rights already granted under the Fourth Amendment.

Example language:
"No citizen of the United States will be monitored or have their communications recorded without a warrant as provided by Amendment 4 of the Constitution."
