Propose a reform of the Electoral College to update its policies to fit modern America.

The current Electoral College system is outdated and needs to be reformed. While it does somewhate help balance large states and small states, it does not accurately represent the vote of the people.

Restructuring the system to remove the "Winner Take All" per state and replacing it with a system based off of percentage of votes. Requiring candidates to receive a percentage of that states vote to be eligible for a portion of the states electoral votes (like 25-30%). Then splitting the states electoral votes between the eligible candidates based off of their percentage of votes received. i.e.: 2 candidates receive votes, one gets 49% and the other 51%. To accurately represent that state (say it only has 3 electoral votes) the 51% would receive 2 electoral votes, and 1 for the other.
