It's tax time again and the federal tax code still requires a major overhaul. Every four years presidential candidates stress the need to fix the entire tax system, get elected -- and then nothing happens. This is causing a significant drag to our national economy -- and therefore our national security. It's time for a BRAC-style approach to streamline, simplify and implement a new tax program.
