The carbon tax approach prices in the damage carbon emissions do to the climate and allows market forces to determine the most effective alternatives. Revenues would be used to replace payroll taxes with any additional revenue to be distributed on a per capita basis. This would offset the regressive effects of the tax and stimulate the economy.
The tax would apply directly to the carbon content of all fossil fuels at the source and would be phased in to allow the economy to adapt.
