Propose revision or repeal of the second amendment, to allow effective regulation of gun possession by private citizens

The second amendment, as currently interpreted by the federal courts, makes it virtually impossible to effectively regulate gun ownership by private citizens. This has led to a level of gun violence never before seen in our history. The massacre of children in Newton, Connecticut is the latest tragic example The preamble to the U.S. Constitution states
"We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain ordain and establish this Constitution for the United States of America." The second amendment now works against these great puposes, and must therefore be revised or repealed.
