This petition’s purpose is to define specific ideas for gun control legislation:
1. The immediate ban of semi-automatic weapons and a government run program for their immediate buy back.
2. Any persons planning to purchase a firearm must acquire a state license up front before the purchase. Renewing every 2 years. At the time of registration and renewal, the licensee must go through a background check, fingerprinting, and psychological testing, performed by the state.
3. Gun manufacturing companies selling to the private market will have a to be defined amount of years to come into compliance for all guns to be manufactured under the definition of a “Smart Gun”.
a. The Smart Gun is gun that can only be fired by the registered owner. Primarily, through fingerprint recognition.
