In August 2012, a Gallup poll reported that Congress’s approval rating amongst Americans was at 10%, matching a 38-year low reached in November 2011. Most incumbent congressmen seek re-election, and their historical likelihood of winning subsequent elections exceeds 90 percent. Clearly something isn't working and the system needs to be amended to incentivize congressional action.
Because the President of the United States cannot directly propose legislation and congressional proposal has historically been the method for amending the Constitution, We The People ask that the Obama Administration and the President himself act as a legislative facilitator towards enacting term limits on all members of Congress by drafting said amendment and finding a willing congressmen to propose it.
