Our forefathers envisioned the possibility of dispute within government and so they created the three houses and the checks and balances to avoid loss of control. They did not foresee however, a time, when government would refuse to work. So I propose a third house of Congress so that the Senate or House may go directly to the people and with a National vote force one house or the other to take up an issue within 90 days and vote for or against.
