To propose a third party survellance at the Indo - Pak border to detect the "cease fire" violations

It has been decades now that the citizens of India and Pakistan are hearing and are troubled by the "cease fire agreement violations" at the Indo-Pak border. Recent incidents in Pathankot, Uri and a series of infiltration news during the year 2016 has damaged a lot of lives and property. India has been accusing Pakistan and Pakistan has been outright rejecting it. One thing is absolutely clear, that one of the 2 parties are lying. Can both the countries have a constant video / satellite survellance facility among the border in consultation with USA and UN to detect who the guilty party is and ask an explanantion from them accordingly? The constant outright rejection, blame game and mode of denial is increasing tension among the innocent Indians and Pakistanis.
