27th Amendment of the Constitution: To provide a means to determine the size of the House of Representatives and to provide for the deci-annual reconstitution of the House of Representatives based on the Census. Article 1. Each State shall have a minimum of Two Representatives. Article 2. No Congressional District shall exceed the size of one-half of the smallest State of the United States, based on the deci-annual Census.
28th Amendment of the Constitution: To provide a means for determining the geographic composition of a Congressional District. Article 1. Individual States will determine the geographic composition of the Congressional Districts of their separate states. Article 2. Gerrymandering, the determination of Districts based on political allegiances, is prohibited.
