Propose new legislation to add an addition category in the military draft bill (Selective Training and Service Act of 1940) requiring the first people drafted to be US Citizens who voted FOR the president who engaged in the war/conflict. This legislation would also be expanded to include all genders, since all are equal in the eyes of the United States government.
