A proposed compromise position on sale and manufacture of new high capacity ammunition magazines for pistols and rifiles

In lieu of outright ban on manufacture and sale of new high capacity ammunition magazines for pistols and rifiles, redesignate newly manufactured ammunition magazines for rifiles and pistols with a capacity higher than 10 rounds as NFA items. Such a designation would require BATF application, background check, fingerprints and tax stamp.
This would ensure people that posses such magazines have had sufficient screening to prevent possession by felons, mentally incapacitated individuals, or any other currently established disposition under the NFA rules that precludes an individual from owning or possessing such items. We feel that this is a strong compromise that should be considered if High capacity magazines are designated as potential items to be considered for regulation or outright ban
