The purpose of this Act is to improve public safety while preserving 2nd Amendment rights. The Act in no way prevents private ownership of firearms by law abiding citizens. It does, however, provide penalties for possession of any weapon not licensed to the holder. The Act requires maintenance of a chain of custody from manufacturer to individual owner with 100% liability for misuse being the responsibility of the current registered owner. The Act proposes methods of monitoring and, if necessary, removing arsenals from mentally impaired individuals. The Act also provides for the transition to child proof, theft proof weapons which are incapable of being turned against their owner.
