propose/endorse a nationwide “Move-Over & Slow-Down” law that includes anyone on the side of any road, street or highway

Every year, thousands of avoidable “person struck by a vehicle” accidents occur when people who are on the side of roads, streets, & highways are struck by passing motorists. These accidents could be avoided if we raise awareness on this issue. Therefore, we, The American Towing & Recovery Institute, humbly ask the White House to propose & endorse legislation for every motorist to “move over & slow down” when passing any person/group of people stranded or working on the side of any road. Specifically, we ask the legislation to include: DOT, construction, survey/engineering, utility crews, truck drivers, road service/tire techs, towing operators, fire-rescue-police. The loss of time & money of traffic congestion affects every person of our country & have been cited in numerous studies
