The city of Chicago and its' liberal policies of not prosecuting black on white hate crimes needs to stop. The DA needs to prosecute the four adults (whose names should be revealed given they are 18 years or older) involved in the kidnapping, torture, and abuse of a Illinois disabled person as a hate crime.
