Prosecute government officials who refuse to indict a financial institutions that is guilty of any felony charges

This petition is to create new statutes, or to change existing legislation to make any governmental officials of any kind that are involved in the investigation, prosecution, and indictment of both U.S. based financial institutions and international financial institutions that operate in the U.S., prosecutable by negligence at the cost of impeachment and possible imprisonment, by PUBLIC prosecutors. The core of this legislation would be to make inappropriate use of DISCRETION (the making of decisions in the court of law with no formal rules, e.g. deciding not to prosecute felony charges, set plea bargains, and pretrial motions) by judges, the attorney general, and lawyers, chargeable by negligence as a felony count with guilty parties receiving a mandatory minimum sentence of impeachment.
