Governor Rick Snyder betrayed American citizens by knowingly allowing them to be poisoned by policies he supported. Such an act take up by foreigners would be considered terrorism. Poisoning the water supply on which citizens depend and refusing to notify them of a problem is an attack on the Homeland, and demands to be treated as such.
The Executive Branch should bring up charges as swiftly as possible and prosecute to the fullest extend the law allows. If any death can be directly tied to this willful negligence, the governor should be tried for that as well.
