Victims of identity theft are left to their own resources or demise to deal with the different bureaucracies and private agencies to reclaim their identity and repair their financial losses. The government has not stepped in to prosecute offenders, nor has it stepped up its effort to help the victims to rehabilitate. This petition has three goals:
1) Prosecute offenders, and make them repay the losses. Prosecute accessories of offenders for not verifying proper identification.
2) Rehabilitate identity theft victims.
3) Create a universal identity system (both physical ID card with smart chip, and a virtual ID for online verification).
