Whereas the directors and officers of HSBC, other banks and business corporations have escaped prosecution for the treasonous and criminal activities of their corporations, the law enforcement agencies of the United States of America shall adopt and implement the following policy:

Criminal indictments brought against a corporation shall include criminal indictments against the corporation's directors and officers and out-of-court settlement of a criminal action against a corporation shall not interfere with prosecution of the related criminal actions against the directors and officers of said corporation.
