America must have clean fresh water to defend itself, its borders, and the lives, health and well-being of its citizens. Poisoning, polluting and diverting a water supply is and has been an act of war since ancient times. Persons who control businesses that pollute, poison or divert U.S. fresh water and/or watersheds for profit shall be federally prosecuted as criminals for any and all injuries their pollutants cause Americans. All profits derived from dumping or allowing dangerous or carcinogenic chemicals to infiltrate US fresh waters shall be confiscated. Persons controlling businesses that pollute U.S. fresh waters shall held be personally liable for criminal and civil penalties and for clean up costs for all pollutants released into US waters.
