Limit the rates which include so called fees to no greater than 18%. The current structure allows for rates that the government has put people in jail for charging consumers. Fees are interest and should be part of the calculation. In some cases consumers are being charged 200 to 300% .
This needs to stop. It is a burden that is keeping the economy down.
