Protect ex-offenders from discrimination upon reintegration into society once they have met clearly defined criteria.

The United States of America has the world’s largest prison population, which leads to the world’s largest pool of ex-offenders. Policies allowing ex-offenders to be socially stratified for life have led to a large population of American citizens who would rather become better criminals then trying to become citizens of social and economic value to their communities. If there existed clearly defined federal laws that prohibited the discrimination of ex-offenders who have met clearly defined criteria for reintegration into society, then our nation would see a large drop in the recidivism rate. In a country that is to stand as a role model for the entire world, it is the responsibility of the Federal Government to insure that our criminal justice system is designed for rehabilitation.
