Protect Healthcare Volunteers by creating a federal program that pays them for time they must spend in quarantine

Create a program where healthcare workers volunteering to fight infectious/contagious diseases are paid for any time they must spend in quarantine, both voluntary and involuntary, when they return from overseas.

To qualify for the program medical persons must agree to the terms set forth by their state of residence for medical workers returning from a country or zone deemed hazardous by their home state's health department. If they need to be placed under quarantine after their service they will then receive a generous payment while they remain in that quarantine.

This program will eliminate the need to force any medical volunteers into quarantine.
