Protect the historical importance of the Confederate flag

The Confederate flag, AKA, the Southern Cross, has historical significance in relation to the Civil War, to memorial, monuments, and Civil War cemetaries and battlefields. This flag should be protected in these contexts, considering the Confederate veterans and their descendants. The flag has military significance, as it relates to the history of the War. Though the flag has association with Civil Rights, and has been used by hate groups, and should rightfully not hold a place of honor within the states identity, it should be protected from total censorship for the afore-mentioned reasons.
