AN IP ADDRESS IS NOT A PERSON. (VPR Internationale v. Does 1-1017)
H.R. 1981 "Protecting Children from Internet Pornographers Act" falsely assumes that the IP address history associated with someone's internet subscription is a direct link to the subscriber's personal internet activity. In a Wi-Fi Alliance poll of 1054 Americans ages 18 and older, 32% acknowledged trying to access a Wi-Fi network that wasn't theirs. The odds are very great that a person will be falsely imprisoned for 20 years due to the undetected misuse of their Wi-Fi access point by a child pornographer. Even secure networks are at risk for misuse by a skilled hacker when they're protected by encryption. This act also creates a costly privacy risk by forcing ISPs to log information regarding a person's internet usage.
