Since the founding of the republic, Congress has enacted many laws. Over time, some of these laws have been superseded or rendered obsolete by circumstances; however, they may have not been repealed or rendered moot. Compacting the Federal criminal code by eliminating these obsolete laws from possible creative use by prosecutors strengthens Constitutional rights.
