Service providers shall not have the right to limit or restrict access to the internet for those they provide access for. No federal, state or local government entity shall be granted the right or ability to order the shutdown of any service, host, network, or set of networks.
No entity shall engage in any activity which stifles fair market competition. Any public or private organization has the right to establish a network for any purpose they deem necessary.
