Protect the internet by requiring internet users to keep a consistent user name

To better ensure the integrity of communications between internet users, people should be required to keep a consistent user identity. Upon using an identifier for a set period of time, a person should be required to keep that identifier consistent across all internet platforms. If a user changes their identifier, a government run registry should intervene and mediate a solution with internet content providers to revert the identifier to its previous state.
