protect Medicare by applying the tax to unearned income, instead of only earned income.

Currently the Medicare tax applies to all EARNED income, but does not apply at all to UNEARNED income. But paying for health care for seniors is unrelated to whether the income is EARNED or UNEARNED. Applying the Medicare tax to both UNEARNED and EARNED income will bring in enough money that cuts to Medicare and raising the age of eligibility will be unnecessary.
