The original intent of the electoral college system was to give equal voice to all states by the 100,000s so that the larger states would not dominate the results of the presidential elections. However, many states have "winner-take-all" laws, ammendments and/or policies wherein the presidential candidate who wins the majority of the electoral votes is awarded ALL of the electoral votes in that state. The petition asserts that such practices are uncostitutional and completely go against the original intent of the electoral college. As such, the presidential elections are decided primarily by winner-take-all states with large numbers of electoral votes (such as CA with 55). Reform is needed to ensure that ALL STATES have equal value, not just CA, OH, FL, NY, etc.
