The torture and killing of animals need to have the maximum punishment by either imprisonment with a large bond or a huge state fine. Not simply a misdemeanor charge.
If you do not make the punishment at high stakes the crimes will continue. You cant stop every individual but you can lessen these heinous crimes.
Imagine if this was happening to you. They cant speak for themselves but we have a voice.
