Millions of people choose not to smoke but still suffer at the hands of people who do smoke. This is a problem in public gatherings and other outdoor settings, and is especially troublesome in neighborhoods and apartment buildings where exposure to a neighbor's second-hand smoke is constant and nearly impossible to escape. There is no question that second-hand smoke is extremely toxic, but there is currently no way for people to protect themselves and their families from tobacco smoke in outdoor places and even in their own homes and yards. Someone's right to smoke should not give him the right to poison other people. Smokers should be required to contain or filter their toxic exhaust so those near them do not have the ill-effects of smoking forced upon them.
