Protect our spies (and any other government employees) from persecution by foreign governments

Robert Lady was convicted by Italian court for his role in the extraordinary renditions and arrested in Panama to be extradited to Italy.

No foreign government should punish American citizens for serving their country. If it disagrees with the US, what actions are proper and what are not, it should resolve any such disagreements via diplomacy.

I am urging the President to issue an executive order shielding all government employees from any legal or extralegal actions by foreign governments for performing their duties, then work with the Congress to enact a similar legislation.

This EO/legislation must define any such action by a foreign government as unfriendly and define a set of meaningful diplomatic and economic sanctions to be automatically triggered in case of transgression.
